Innalillahi wa inna Ilahi Raji'un, Allah SWT have mercy on the soul of this humble gentleman. His demise comes to me with the shock that I could help but the recollections of our encounter since 1971. I was eleven years old.

I remembered in 1971,  I was admitted in Kuranga Secondary School my residence was  to Maigana House , was assigned to room E4, Garbale was in form three. Being the junior I was directly above the  double decker.

It was an era of extreme seniority and punishment in the Schools those days, BUT I still recollect Garbale has never ever even asked me to fetch water for him to drink. His father Alhaji Bature was perhaps richest man in Azare  then . Garbale was the only student in GSS Azare that had  a bicycle and a mattress  and I was one who gets to use it , both seat on the mattress and the bicycle . On some Sundays , he sometimes makes me come to their family  house, because there ware gazelles there, which I used to love watching and chasing them around. He will always caution me to be wary of their reaction. He treated me like a younger brother. He earned my respect for his gentlemanliness through all time I knew him.

My last conversation with him was I called to congratulate him on the appointment of Mallam Adamu Adamu as Minister because of their closeness, he laughed and said Yarima, Mallam is for us all.

May Allah SWT make your life comfortable in your grave, May Allah SWT make Aljanna Firdausi be you final abode. Ameen ya Rabil Alamin.
For the first and last time as the tears are rolling out of control from my eyes,  Magajin Gwanin Katagum, I said to you adieus SIR.

NON PAYMENTS OF WORKER'S SALARY IN BAUCHI STATE

BAUCHI STATE GOVERNMENT SHOULD BE CAUTIOUS AND BE FARE IN THE MATTERS RELATED TO NON PAYMENTS OF WOKER'S SALARIES AND PENSIONERS ;

1) the government should have  continued paying the dues of the workers and the pensioners  while the verification goes on, because the verifications yield may not to the expectations. There will be disappointment. Clear exercise in futility is a failure.
Secondly even in law it is said its better to free 100 guilty people than to convict one innocent person. The Excellency is a lawyer I guess he knows this better than me as a legal phrase,

2) if the bail out funds have been diverted for critical needs of the State, then it is indeed a requirement to be fulfilled vide the Financial Regulations of proper procedures. But Establishment takes more priority over any sub- components of a any Budget, and

3) if these funds have been deposited into an Account, then "the economic value for funds comes to the equation". The Interest paid on deposits by Banks is actually the falling value of the funds. I suggest then the government should show magnanimity, collect the interests accumulated over time from the Banks and share them accordingly to the rightful owners of the funds.
If this method is adopted then people shall have more faith in the verification exercise, that intention of the government was not  a connivance with the Banks to shortchanged anyone.

I wish the governance of my State to experience the best of progress and wisdom from the leadership for the benefit of the governed.

The hope of every good society is to see positive developmental changes coming to settle down and influence the lives of such community. The establishment of the Federal Medical Center (F.M.C) in Azare town of Bauchi state brings about numerous developments, starting from expansion of the institution as a result of building many structures such as various departments, wards both  males and females, buildings at permanent  site of the F.M.C popularly known as “BAMAKO”, provision of modern heath facilitie/machines, and other qualified doctors, nurses, laboratory attendants, health Attendants/Assistance, cleaners, gardeners, security personnel and building of staff quarters.
The centre witnessed successful transition from one administration to the other from the days of the first CMD late Dr. Sabo Mohammed Yala, Dr. Umar Faruq Ibrahim oon, Dr. Nasir Ibrahim, Late Dr. Musa Muhammad Dambam. But it started deteriorating during the presence administration of Dr. Abdullahi Ibrahim. Series of impasse took place starting with the  resident doctors, nurses and that of other staff popularly called JOHESU, Several petitions were written against him. Protest were organised (but averted by the katagum emirate council) by the people of Azare town due to a unilateral increase in hospital charges without due consultations with stakeholders. He always disregards everyone working with him including hostility to the inhabitants of the host community and also endulged in an unnecessary changing existing policies without any need for it in departments. For example, introduction of work during holidays in department exempted by the FGN.  Furthermore, conducting of promotional examination without informing or inviting the Head of the department to participate, which was against the norms of the previous administration where all stakeholders are involved. There was redeployment of staff in the SERVICOM unit without the knowledge of the nodal person in charge. This again violates the principle of good governance and better services which is capable of destroying an existing system that is working especially where the changes so introduced does not add any positive value, neither does it conform with global best practices but to satisfy his ego as a Medical Director. We can on and on in citing examples whose numbers are endless.  (We must stand to defend global best practices by saving FMC Azare from total collapse. )
We cannot continue like this. Remember the incidents in other tertiary health institutions such as FMC Owoh, FMC Owerri, FMC Asaba, Lagos University Teaching Hospital (LUTH) etc, to mention but just a few. The stories remained the same and it started with their Medical Director/ Chief Medical Directors in the same manner and the outcome left bitter taste than you can ever imagined. Hence experience is the best teacher and a stitche on time saves nine.
From the forgoing, I dare say Dr. Abdullahi Ibrahim though qualified to hold the position of Medical Director lacks the cognate experience, perhaps there is absolute need to review his appointment or his remaining tenure must be put under close supervision, before he plunge FMC Azare into similar pathway found in the few tertiary health institutions aforementioned, if otherwise, HE MUST BE CALLED TO ORDER.

Angry young white men who think rap music and Cinco de Mayo are a threat to their way of life (or are the reason for their way of life) have been given cause to celebrate. Men who have no right to call themselves that and who think that women who aspire to more than looking hot are shrill, ugly, and otherwise worthy of our scorn rather than our admiration struck a blow for misogynistic shitheads everywhere. Hate was given hope. Abject dumbness was glamorized as being “the fresh voice of an outsider” who’s going to “shake things up.” (Did anyone bother to ask how? Is he going to re-arrange the chairs in the Roosevelt Room?) For the next four years, the President of the United States, the same office held by Washington and Jefferson, Lincoln and Teddy Roosevelt, F.D.R., J.F.K. and Barack Obama, will be held by a man-boy who’ll spend his hours exacting Twitter vengeance against all who criticize him (and those numbers will be legion). We’ve embarrassed ourselves in front of our children and the world.
And the world took no time to react. The Dow futures dropped 700 points overnight. Economists are predicting a deep and prolonged recession. Our NATO allies are in a state of legitimate fear. And speaking of fear, Muslim-Americans, Mexican-Americans and African-Americans are shaking in their shoes. And we’d be right to note that many of Donald Trump’s fans are not fans of Jews. On the other hand, there is a party going on at ISIS headquarters. What wouldn’t we give to trade this small fraction of a man for Richard Nixon right now?

First of all, we remember that we’re not alone. A hundred million people in America and a billion more around the world feel exactly the same way we do.
Second, we get out of bed. The Trumpsters want to see people like us (Jewish, “coastal elites,” educated, socially progressive, Hollywood…) sobbing and wailing and talking about moving to Canada. I won’t give them that and neither will you. Here’s what we’ll do…
…we’ll fucking fight. (Roxy, there’s a time for this kind of language and it’s now.) We’re not powerless and we’re not voiceless. We don’t have majorities in the House or Senate but we do have representatives there. It’s also good to remember that most members of Trump’s own party feel exactly the same way about him that we do. We make sure that the people we sent to Washington—including Kamala Harris—take our strength with them and never take a day off.
We get involved. We do what we can to fight injustice anywhere we see it—whether it’s writing a check or rolling up our sleeves. Our family is fairly insulated from the effects of a Trump presidency so we fight for the families that aren’t. We fight for a woman to keep her right to choose. We fight for the First Amendment and we fight mostly for equality—not for a guarantee of equal outcomes but for equal opportunities. We stand up.
America didn’t stop being America last night and we didn’t stop being Americans and here’s the thing about Americans: Our darkest days have always—always—been followed by our finest hours.
Roxy, I know my predictions have let you down in the past, but personally, I don’t think this guy can make it a year without committing an impeachable crime. If he does manage to be a douche nozzle without breaking the law for four years, we’ll make it through those four years. THE ACTUALIZATION OF AMINU SALEH COLLEGE OF EDUCATION, AZARE:APPRECIATIONI want to begin with a historical background of the struggle that led to the immortalizationof the late Wambam Katagum, Alhaji Aminu Saleh, CFR, GCON.It all started on the 13th day of August, 2015 when ace writer, social critic and erudite scholar, late Malam Aminu Azare (Rahimahullah),a brother and bosom friend of mine, and,Sadiq Ali, an equally bosom friend of mine sat in Azare, Katagum LGA of Bauchi and conceived the idea of getting a befitting monument in honour of the late Wambam Katagum, Alhaji Aminu Saleh.Having spent the better part of his life promoting education -from the establishment of Sheikh Adam Islamiyya School, toGwani Alagoni Islamiyya School to Yankari Academy, to the sponsorship of outstanding students to further their education, late Aminu Saleh has no equal in this regard throughout the length and breadth of Bauchi State, hence, the idea of renaming College of Education, Azare to his name was considered most befitting.The duo of Malam Aminu Azare and Sadiq Ali immediately formed a committee and named it the "COMMITTEE FOR THE IMMORTALIZATIONOF FORMER SGF, LATE ALH. AMINU SALEH, CFR (WAMBAM KATAGUM)", with Aminu and Sadiq as Chairman and Secretary, respectively. They coopted like minds from among our contemporaries.On 17th August, 2015, with little input from me, and one of the most patriotic young men in Katagum, in person of ComradeAdamu Bello, Aminu and Sadiq wrote a letter to the Speaker of the Bauchi State House of Assembly, Rt. Hon. Damina Shehu Kawuwa and requested for the immortalizationof the late sage. Aminu and Sadiq also in their letter requested to have audience with the Hon Speaker, which was granted to them via a letter dated 24th August, 2015.Late Wambai was a national figure who paid his dues to the Nigerian nation first, as Treasurer, Katagum Native Authority; then Director and later Permanent Secretary in thefederal civil service; then Head of Service of the Federation; a Minister; and retired as Secretary to the Government of theFederation, SGF.Today I received the exciting news that the government of Bauchi State has approved the State House of Assembly Resolution passed at its sitting No. 086 held on 2nd December, 2015, which officially changed the name of College of Education, Azare to Aminu Saleh College of Education, Azare.Sadly, Malam Aminu Azare, who was at the time of the struggle suffering from a terminal illness, cancer to be precise, could not survive to see the actualization of his dream, for he gave up this world on the 12th day of January, 2016. May his gentle soul rest in Jannatul Firdaus. Ameen.Today I am profusely shedding tears of joy and sorrow! Tears of joy, seeing the immortalizationof one of the greatest mentors of all time, and the actualization of the dream of my late friend. Tears of sorrow, that this dream became reality at a time when the dreamer is no more!My profound appreciation, albeit posthumously, to the legendary critic and ace commentator, Malam Aminu Azare. And to Sadiq, I say a big congratulationsfor this feat. You and Aminu will go down in history as patriotic young men and progressives of note. JOINT STATE AND LOCAL ACCOUNTS

JAAC, JAAC , JAAC , may Allah SWT give easy passage to the Bill to disband the unholy alliance of the cheating State Governors to the Local Government Autonomy. Let's see how the thieving Governors are systematically  stopped  the misconduct and outright  theft of / to our localities.

I wrote a document on the disbandment of the JAAC account was published on page 43 of The Daily Trust Newspaper of the 13th October . The document was highly edited.

The news of the Bill passing its second reading on the  at Federal House gives me the courage and impetus to bear my mind without inhibitions.

Hahaha if it's disbanded succeeds Wallahi even N20,000. some State Governors can  not afford  to dash out anymore, no more a primitive acquisition of wealth, can imagine how many marabouts are on their mats to stop the lawful act. Please Allah SWT don't answer them. Allah SWT be with the masses , Ya' ayunas.

The Article was highly edited, this was my version .

Nigerian and indeed Northern Nigerian leaders have a vital role in policy making prioritization to empower the impoverished citizens , initiate sustainable policies that shall affect  Economic Development and safe guard the future of the Region and Nigeria as whole. As the saying goes "every journey begins with the first single step"

8) JOINT STATE AND LOCAL ACCOUNTS: Nigeria adopted Federalism Constitution, three distinct powers of Authorities, the Executive, the Legislature, and the Judiciary. The same Federalism adopted three distinct powers of governance, the Central, the States and the Local Governments as autonomous units. The Constitution further enshrined percentage (%) of Revenue Allocation Formula to the letter Z. to all the three tiers of governance. The simple common sensical wisdom is to trickle down development, management and welfare to the lowest echelon of the societies. All the positions are supposed to be earned through the ballot box, the choice of the people. Unfortunately the constitution provided a lacuna in section 7 (1), " the governor of a state to over look the affairs of Local Government Account" THE STATEMENT DOES NOT AMOUNT THE GOVERNORS HAVE THE RIGHT TO SPEND THE LG FUNDS AS THEY DEEM FIT". All the governors of the Southern follow due process and allow for the election of Local Government officials and give them their fund allocations after court cases.    The situation in the Northern Nigeria States is different. The Governors don't conduct elections for the officials of Local Governments. But they appoint their stooges as caretaker committee chairmen (which has no legal provision) who dance to their tunes, merely send salaries not on time and not regularly to the skeletal LG employees. The Governors hold on to the JAAC ACCOUNT, as means of total control of the economy and politics of their respective States.  The disbandment of the JAAC ACCOUNT shall greatly empower the grass roots, Local governments, the citizens shall be in a better position to benefit from a simultaneous development of the Central, the State and the Local Government and enjoy effective monitoring by the electorates that elected officials to serve them. The state government can help in a marshaling out a plan, effective monitoring through a Commission for the Local Government and create an avenue for a feed-back system.

EXAMPLICATION: For ease of reference but with greatest dismay I shall make example of mismanagement of the Local Government funds with my own State of Bauchi. The Joint Local Government Account (JAAC) has to be systematically dealt with, in favour of direct allocation to the Local Government for such mismanagement to be halted.

At the end of the first two terms of this political dispensation (1999 – 20007) Ahmed Mu’azu of PDP was the governor of Bauchi State. The governor that succeeded him was Isa Yuguda under flag bearer ship of the ANPP, because of the bad blood that existed between the erstwhile friends as PDP members. Isa Yuguda commenced an overall financial investigations of the state of affairs, the stolen funds amounting to N19.6 billion was traced to the Joint Local Government Accounts (JAAC). Isa Yuguda reported the matter to the Authorities (EFCC) and Ahamed Mu’azu went on self exile to escape justice. But Ahmed Mu'azu subsequently returned, the case was dropped and was even nominated by Isa Yuguda to become the PDP National Chairman.

And similarly at the expiration of Isa Yuguda’s administration (2007 – 2015) the Bauchi State Governor, His Excellency Barr. MA Abubakar established both a Transition and Financial investigations committees in to the affairs of the previous eight years administration of his predecessor Isa Yuguda. The committee had reported un – accounted funds amounting to N144 billon from the Joint Local Government Account (JAAC) funds and further N104 billion as un accounted withdrawal from the security votes Account. Each of our twenty (20) Local Governments was shortchanged N1 billion by Ahamed Mu'azu and Isa Yuguda shortchanged each of the Local Governments by N 7billion.

In name of Allah S.W.T Mr Prsident plead with MA Abubakar, the Executive Governor  of Bauchi State to persue our stolen wealth from Mu' azu and Yuguda and retrieve our stolen money under whatever guise they did it.  For the use of our poor state, may Allah brave you to do so. Ameen Thumma Ameen. 
Having personally joined and participated in the campaign for APC in my Bauchi State and as well contested for the Senate seat of the Bauchi North, which I failed to get the APC nomination. And during the campaign exercise which MA Abubakar solicited my assistantace we rode on the slogan of EQUITY, JUSTICE AND CHANGE. I found it pertinent and sought the audience of His Excellency Barr. MA Abubakar three months after his swearing in as the governor of our State which he granted me. And I point blank asked His Excellency of his intentions on the Reports of the Transition Committee, and how he intended to redeem on our campaign promises to retrieve our common wealth from the previous Administrations. The governor said that he intended to proceed with what he deemed as “quite recoveries” from Isa Yuguda and his former SSG (Sallau Dandija). To that I followed up with another question what if they failed to accede to the decent means, he affirmed to me since he took his oath with the Holy Quran he will resort to the law to redress injustice. But one and half year down the line Bauchi citizens are still waiting for justice. MA Abubakar as a lawyer knows the facts that in law “justice delayed, is Justice denied”

That is why I strongly recommend the disbanding of the joint Local Government Account (JAAC) as it has proved in my state the changes of governors or parties and administrations cannot have a bearing to the manners in which the system is abused. Mr President issue a deadline for the elections of Local Governments, henceforth any state that does not comply withhold their Local Government funds. OBJ did hold on to the Local Government funds of Lagos State though for a different reason.

An Assistant Inspector General of Police has maintained that bail is free and road blocks remains banned by the police force.

Abubakar Marafa, an Assistant Inspector-General of Police (AIG) has reiterated that bail remains free.

The man in charge of Zone 6 re-affirmed that bailing of suspects remains free while road blocks remains banned.

Marafa said this in on Tuesday, October 18, 2016 in Abakaliki, Ebonyi State when he visited the state police command.

“There should not be any form of payment for bail as the Inspector-General of Police has mandated that this instruction should be carried to the latter,” he said.

Continuing, the AIG said: “I have received many cases of loss of firearms and any officer who is careless with this will be punished.

“The concerned case would be reviewed and anyone found guilty will be charged to court and be made to pay for the government property he lost.

“Police personnel should place their rifles on-guard so that it would be well protected and secured," he said.

Marafa also said: “The rights of the citizens should also be protected as enshrined in the 1999 Constitution of the Federal Republic of Nigeria."

A LITTLE WORD OF ENCOURAGEMENT FOR BUHARI WILL NOT KILL YOU

No doubt we are going through hard times as a nation. We sure know that PMB is slow and we all want change like magic. That notwithstanding,  CHANGE IS HERE.

For example, on Saturday, March 15th 2014,  the then government of Goodluck Jonathan invited over 7 million Applicants for 4000 jobs,  in the most fraudulent manner lacking in standards. Eventually,16 people died.

But today,  Buhari's Government gave out 200,000 jobs using the E method of application, and no casualty recorded.

That is CHANGE

Despite that we are under recession, Buhari is paying seven years pension arrears, employing 200,000 graduates at cost of 6bn naira monthly, and with 300,000 soon follow.

That is CHANGE

Despite recession, Buhari has released N700 billion for capital projects to reflate the economy, N150bn for women entrepreneurship development, N30 Billion for Lecturers' Allowances and CBN is giving  3 each to graduate entrepreneurs.

That is CHANGE

Buhari implemented The Treasury Single Account (TSA) policy that past leaders were afraid to implement because it will expose their corruption.

That is CHANGE

Buhari Increased to 30% CAPEX and Infrastructural Engagements Nationwide.

That is CHANGE

‬The Army under Buhari has fought Boko Haram to a standstill, rescued some Chibok Girls, sanitized Areppo, forced Niger Delta militants to negotiation, thought IPOB and MASSOB how to observe the rule of law. The untouchables like Tompolo are in hiding. Those who thought they were bigger than Nigeria have understood otherwise. Gani Adams, Dokubo Asari, Uwazuruike, Ateke Tom and their likes now know the limit of their shenanigans. Even Nnamdi Kanu is secretly negotiating for freedom. Non of our territories are under the control of non state actors. At best,  all that those COWARDS can do is to secretly go and bomb our pipelines or send suicide bombers to IDP camps. They are all afraid to confront the army under Buhari.

That is CHANGE

Buhari is unwavering in his Anti-Corruption War. Despite some incoherence as I highlighted yesterday we are getting results that have surpassed all of the results of former regimes put together. Today, the former National Security Adviser, Sambo Dasuki and over 26 retired and serving Army Generals are facing trail. That was unthinkable in the past. And their civilian counterparts are not left out. With hooligans like Obanikoro, Olisamethief and the rest returning stolen monies and judicial criminals being arrested the battle is getting set.

That is CHANGE

Come to the energy sector, there are many ongoing Power Projects that will over time make Nigeria energy sufficient. Buhari has a policy of Energy Mix, which will ensure that the sabotage of power infrastructure in the Niger Delta is tackled going forward. Other regions of Nigeria have identified energy sources that will make them independent of Niger Delta gas. Today wind and sun energy are being harnessed from North East and North West, Coll in the South East, Hydro power North Central and the rest. In no distant future, one of Buhari's ambitious power projects, Mambilla 3,000 plant will gush energy with eas. All these compared to I6 wasted years of past administration in energy sector. These other administrations spent over 36 billion dollars and could not generate 3000 megawatts. Meanwhile China spent 25 billion dollars in eleven years to generate 22,000 megawatts. Meaning that given the same time Buhari has achieved a great feat.

That is CHANGE

How about National Railway interconnectivity project and the Recent $2.2billon GE PPP agreement. Many federal roads are being constructed. Contractors who have not been paid since 20I2 have started receiving their checks. The construction of Second Niger Bridge is under way, Calabar to Lagos rail, Lagos to Kano rail, Ibadan to Lagos rail and many other ambitious projects that will restore Nigeria to it's former glory are being undertaken by Buhari.

That is CHANGE

Buhari banned 41 Items in the Forex list to help boost  local production and protect naira. If you cannot take advantage, that is your fault. This ban is in your interest.

And that is CHANGE

Subsidy removal was to stop the elite from robbing you of the money we need develop. Past administrations refused to do it because they were beneficiaries and they lack the moral rectitude to do it. Only and incorruptible man like Buhari could stand up to those elites who were the beneficiaries of it.

That is CHANGE

Despite organized sabotage by corrupt politicians and other ignorant elements in our society, Buhari is trudging forward.

Although, President Buhari needs to speed things up and he needs to restructure our systems and bring about true Federalism that will help component units become productive and useful to the whole.

Nobody can fix Nigeria in one day. Even God believe in process, he is not in partnership with magicians. Buhari has not solved all our problems, but we are making progress. Don't let your hate becloud your sense of good.

A lokacin da abin yafaru sakamakon fashewar taya mutane hudu suka mutu, daya 'yar gidan Ali Emier ,matar garin Gadau, Bakaniken, da kuma wani guda daya.

Sauran ansamu tahowa dasu Azare cikin FMC Azare , donyin magani, abinda nagani wanda yadawo da hankalina kan yazama wajibi ayi magana shine.
